About the Author

William H. Hurlburt. Q.C., practiced law in Edmonton, Alberta, from 195O to 1973. He has been a bencher and president of the law Society of Alberta and president of the Federation of Law Societies of Canada and was for many years a sessional instructor in the Faculties of Law and Business at the University of Alberta. He has assembled and edited for the Federation two books about the functions of the law societies of Canada in maintaining and improving the quality of legal services rendered by the Canadian legal profession and has written a number of other articles and notes.

As a bencher of the Law Society. he took part in organizing and establishing the Alberta Institute of Law Research and Reform, which functions as the provincial law reform agency for Alberta, and from the Institute's inception in 1968 until 1973 he was a part-time member and sometimes chairman of the Institute's Board. In 1974 he joined the Institute on a full-time basis to become the successor of Wilbur F . Bowker, Q.C., as Director of the Institute, a position which he held until March, 1986. In 1982-83 he visited all the law reform commissions described in Law Reform Commissions in the United Kingdom, Australia and Canada, and interviewed a great number of ministers, officials. judges, lawyers and law reformers in the three countries.
