Frederick A. Laux, Q.C.
Frederick A. Laux, Q.C. obtained his Bachelor of Laws from the University of Alberta in 1964 and was admitted to the Law Society of Alberta in 1965. In 1967, he obtained his Masters of Law from Harvard.

Upon his return to Alberta, he joined the faculty at the University of Alberta Law School, teaching administrative law, municipal law, and land use planning. During his tenure, he also served on or chaired numerous committees, and for a time was Acting Dean of the Law School. Fred was a practicing academic, combining an academic career with private practice.

In 2002, he received the Distinguished Service Award from the Law Society of Alberta and the Canadian Bar Association for his service to the community and to the profession in legal scholarship. Following his retirement from the University, he joined Shores Jardine LLP as counsel in 2003, where he continued to practice law and provide support and guidance to those of us who practice planning law.

After practicing law for more than 50 years as counsel to private sector clients, as well as to all levels of government, he retired in 2016 and sadly passed away later that year.

Fred was a pivotal figure in land use and planning law in Alberta. In addition to several published articles on municipal issues, he was instrumental in the creation of the 1977 Planning Act, which is now largely incorporated into Part 17 of the Municipal Government Act. He first wrote a short book on the 1977 Planning Act as a guide to its use. He then wrote the first edition of “Planning Law and Practice in Alberta” in 1990, with the second edition following in 1996 and the third edition in 2013. The Alberta Municipal Legal Advisors Association has established a Frederick A. Laux Q.C. Lecture series at its annual conference, calling in key note speakers to provide insights in the area of planning.

Gwendolyn Stewart-Palmer
Gwendolyn Stewart-Palmer obtained her Bachelor of Laws from the University of Alberta in 1986 and was admitted to the Law Society of Alberta in 1987. In 1988, she obtained her Masters of Law from the University of London (London School of Economics).

Gwendolyn worked in England for several years, and was admitted to the Law Society of England and Wales in 1991. Upon returning to Alberta, she worked with the City of Edmonton for many years, before joining Shores Jardine LLP in 2003 and becoming a partner in 2007.

Her legal practice reflects her commitment to the central role of municipal government in Alberta society. She advises municipal clients in all areas affecting them, and regularly advises subdivision and development appeal boards, assessment review boards and other municipal committees and boards. She has presented at numerous seminars and conferences throughout Alberta including the Alberta Municipal Legal Advisors conference, the Alberta Municipal Clerks Association conference, the Alberta Development Officers Association, and the Government Finance Officers of Alberta conference.

She is an instructor with the University of Alberta School of Business, Centre for Executive and Management Development. She has written papers on a wide range of municipal law issues. After having practiced with Frederick A. Laux, Q.C. for more than twelve years, at his request she gladly assumed the task of updating his leading text, Planning Law and Practice in Alberta.
